Chapter One: Introduction

1.1 Background of the Study

Road accidents remain a major public safety concern globally, with developing countries bearing the brunt of fatalities and injuries. In Nigeria, road accidents are a leading cause of mortality, contributing to significant economic and social losses (Adamu & Okonkwo, 2023). Bwari Local Government, located in the Federal Capital Territory, experiences frequent road accidents due to factors such as poor road infrastructure, reckless driving, and inadequate enforcement of traffic laws.

To address this issue, the government has introduced public safety policies, including road safety campaigns, stricter enforcement of traffic regulations, and improvements in road infrastructure. The Federal Road Safety Corps (FRSC) has been pivotal in implementing these measures. Despite these efforts, road accidents persist, raising questions about the effectiveness of public safety policies in the region (Eze & Ibrahim, 2024). This study assesses the impact of public safety policies in reducing road accidents in Bwari Local Government, identifying gaps in policy implementation and suggesting strategies for improvement.

1.2 Statement of the Problem

Despite the implementation of public safety policies aimed at reducing road accidents in Bwari Local Government, the incidence of accidents remains alarmingly high. Factors such as poor enforcement of traffic regulations, inadequate road infrastructure, and limited public awareness undermine the effectiveness of these policies (Olatunji et al., 2023). This study seeks to evaluate the impact of public safety policies on road safety and identify the challenges that hinder their success.

1.3 Objectives of the Study

1. To assess the effectiveness of public safety policies in reducing road accidents in Bwari Local Government.

2. To examine the level of compliance with traffic regulations among road users.

3. To identify challenges in the implementation of public safety policies.

1.4 Research Questions

1. How effective are public safety policies in reducing road accidents in Bwari Local Government?

2. To what extent do road users comply with traffic regulations?

3. What challenges hinder the implementation of public safety policies?

1.5 Research Hypothesis

1. Public safety policies have significantly reduced road accidents in Bwari Local Government.

2. Compliance with traffic regulations is positively correlated with reduced road accidents.

3. Poor infrastructure and enforcement are major challenges to road safety policy implementation.

1.6 Significance of the Study

This study contributes to the understanding of public safety policies and their role in mitigating road accidents in Bwari Local Government. It provides insights for policymakers and stakeholders on improving road safety measures and highlights the need for public awareness campaigns and better enforcement mechanisms.

1.7 Scope and Limitations of the Study

The study is confined to Bwari Local Government, Federal Capital Territory, and focuses on public safety policies related to road safety and accident reduction.

1.8 Operational Definition of Terms

• Public Safety Policies: Measures and regulations designed to ensure the safety and security of the public.

• Road Accidents: Incidents involving vehicles that result in injury, death, or property damage.

• Traffic Regulations: Laws and rules governing the use of roads by motorists, pedestrians, and other road users.
